The results of public hearings via an online system, which recently ended in late September, revealed that up to 80.50 per cent of respondents agreed with the policy. The Ministry is therefore preparing to conduct a detailed analysis of all macroeconomic data to determine the most appropriate collection method and insurance premium rates. This meeting was attended by representatives from various sectors who broadly shared their opinions, led by Mr Pattana Prompat, Minister of Public Health, along with major Thai business groups such as the Tourism Council of Thailand, the Thai Hotels Association, Central Group, The Mall Group, Siam Piwat, King Power, and Platinum Group. The majority of attendees agreed and suggested integrating the collection system with international airline networks for speed and convenience and to reduce congestion at immigration checkpoints. Furthermore, private sector representatives emphasised the importance of creating an open database system to publish the fund's income and expenditure accounts, allowing the public to verify transparency at all times.

Revolving fund to elevate Thailand MICE and tourism

The latest draft announcement proposes initiating the fee collection at a rate of 450 THB per person, starting exclusively with those entering the country by air. For travellers passing through land and water border checkpoints, the enforcement period will be extended for another full year. The government initially estimates that after deducting administrative management costs, the net funds entering the system will be no less than 8 billion THB per year. This massive budget will be allocated to provide accident insurance coverage for travellers and alleviate the debt burden of state hospitals along the borders, as well as to develop tourism infrastructure to fully accommodate the growth of Thailand's MICE industry.

International comparative statistical data indicates that there are currently more than 80 popular destination countries worldwide that collect similar taxes or fees for environmental maintenance. Thailand therefore has an urgent need to establish this fund to rehabilitate degraded natural resources and reduce reliance solely on the national budget from public taxes. The Ministry of Tourism and Sports is thus preparing to move forward with discussions involving all relevant agencies to design a medical expense disbursement system in collaboration with insurance companies to ensure maximum practical coverage.
